DEA / Quota Year-End Reporting System

Instructions

DEA routinely solicits cooperation of DEA registered manufacturers in providing statistical data on Schedule I and II controlled substances, information on certain Schedule III-IV psychotropic substances, and the List I chemicals ephedrine, pseudoephedrine and phenylpropanolamine.

The information is needed primarily to:

  1. Establish / revise the aggregate production quotas for Schedule I and II controlled substances.
  2. Establish / revise the Assessment of Annual Needs for ephedrine, pseudoephedrine and phenylpropanolamine.
  3. Administer individual import, manufacturing and procurement quotas.
  4. Prepare statistical reports on behalf of the United States in accordance with DEA's mandate under various United Nations treaty obligations.

In 2008, YERS Online was launched. YERS (Year-End Reporting System) has replaced the Year-End Generator and also serves as the support platform for the Quota Management System (QMS) through which registrants submit new and revised quota applications for Schedule I and II controlled substances as well as ephedrine, pseudoephedrine and phenylpropanolamine.

In order to efficiently review company requests for quota adjustments, please submit the reports to the DEA through YERS Online no later than January 31.

If you have any questions concerning quotas and quota applications, please email the UN Reporting and Quota Staff: DEAQuotas@dea.gov.
